Is It Safe to Travel to Myanmar?
The official answer, the real risks and what a cruise can and cannot change.

It is the question we are asked most, and it deserves a direct reply: the U.S. State Department’s answer is no. Its advisory for Burma is at Level 4, Do Not Travel, the highest of its four levels, and was most recently issued on May 8, 2026.
The short answer: the United States government’s advice for Burma is Level 4 — Do Not Travel (Burma travel advisory on travel.state.gov, issued May 8, 2026). Mainstream river lines that sell to Americans have stopped offering Myanmar, and only one specialist operator has put Myanmar sailings back on sale. We will not pretend otherwise. Read on for what is sailing, what the advisory says and where to cruise instead.
What the Risks Actually Are
Unrest and armed conflict
Fighting between the military and armed groups has continued since the February 2021 coup, and some regions along the rivers have been affected.
Arbitrary enforcement of laws
The advisory warns that local laws may be applied unpredictably, including to foreigners.
Limited medical care
Hospitals and emergency services are limited, especially outside the big cities, and medical evacuation can be difficult.
Land mines
The advisory notes areas with land mines and unexploded ordnance.
These points summarize the official text; read the full Burma travel advisory on travel.state.gov for the current wording.
What a River Cruise Changes — and What It Doesn’t
Traveling with an established operator brings real benefits: local guides, planned transfers, vetted landing sites and a crew that knows the river. Operators also adjust routes; Pandaw, for example, has said it will assess the town of Pathein before its delta departures and substitute another stop if needed.
But a ship cannot change the country-level picture: the chance of sudden restrictions, flight disruptions or a medical emergency far from good hospitals. Those are what drive the Level 4 rating.

If You Decide to Go Anyway
- Enroll in the Smart Traveler Enrollment Program (STEP) so the embassy can reach you.
- Buy travel insurance that explicitly covers Myanmar and medical evacuation, and get that confirmed in writing. Cruise & Travel Insurance explains what to look for.
- Keep copies of your passport and visa, and share your itinerary with someone at home.
- Follow your operator’s instructions and avoid demonstrations, military sites and border areas.

Safety Questions
Is it safe to travel to Myanmar right now?
The U.S. government says do not travel. It is your decision, but you should make it knowing that U.S. officials may be unable to help you there and that conditions can change quickly.
Is it safe to travel to Myanmar as a tourist on an organized cruise?
An organized cruise reduces some everyday risks, but not the ones the advisory is about: armed conflict, sudden restrictions and limited medical care. Weigh those with your own circumstances.
Does the 2025 earthquake still affect travel?
Repairs continue in the Mandalay and Sagaing areas, which were hit hardest. Expect closures at some sites.
