Myanmar Travel Advisory
What Level 4 means, why the U.S. says Burma, and how it affects a cruise.
Ask a River Cruise AdvisorThe Myanmar Travel Advisory in Plain English
Every country gets one of four advisory levels from the U.S. State Department: 1, exercise normal precautions; 2, exercise increased caution; 3, reconsider travel; and 4, do not travel. The Myanmar travel advisory — published under the country’s older name, Burma — is at Level 4.
| Item | What the advisory says |
|---|---|
| Level | 4 — Do Not Travel |
| Latest issue we found | May 8, 2026 |
| Risk indicators listed | Several, including civil unrest and health |
| Main concerns | Civil unrest and armed conflict; arbitrary enforcement of local laws; limited healthcare and emergency services; land mines and unexploded ordnance |
Always read the official Burma travel advisory on travel.state.gov before deciding anything; advisories are reissued without notice.
How the Advisory Affects a Cruise
- Cruise lines serving Americans generally do not sell destinations under a Level 4 warning, which is the main reason Myanmar has vanished from their brochures.
- Insurance may be limited or excluded; some policies tie cover to government warnings.
- Consular help may be limited if you get into difficulty.
- Flights into Yangon and Mandalay are fewer than before, so connections usually run through Bangkok or Singapore.

Reading the Letters on an Advisory
Alongside the level, State Department advisories carry short risk indicators — for example U for civil unrest, H for health, C for crime, T for terrorism and O for other risks — so you can see at a glance what is driving the rating. For Myanmar the indicators point to conflict, weak medical care and unpredictable conditions rather than to ordinary street crime against tourists. That distinction matters: the usual traveler precautions do little against the risks the advisory is warning about.
Other Governments’ Advice
Canada, the United Kingdom and Australia publish their own guidance for Myanmar, and travelers from those countries should follow it. If you are a U.S. citizen booking with a U.S. agency, the State Department level is the one your agency, airline and insurer will look at first.
When Might It Change?
We do not know, and nobody honestly can. Advisory levels are reviewed periodically and change with conditions on the ground.
